The Office of Fraud and Overpayments (OFO) serves as a focal point for management of
all debts owed the Department. Debts are tracked by the Comprehensive Claims System (CCS),
an automated computer system. The OFO is responsible for operation of the Comprehensive
Claims System. State and county staff statewide have access to the CCS, which is used to
register potential claims, make computations to establish claims, recoup from current
recipient debtors, operate the DRS, send automated letters, notices, and bills, track
referrals for state income tax refund offsets and the federal Treasury Offset Program
(TOP), and maintain account balances of debtors. The largest dollar amount of debts loaded
on the CCS are food stamp and TANF, although several other categories of debts such as
Disaster Assistance, Child Support and Employee debts are also maintained. The OFO
coordinates the Treasury Offset Program (TOP) and trains county staff in policy and use of
the automated claims system. The office manages contracts for the investigation and
prosecution of fraud cases, contracts for claims workers to establish claims, the Welfare
Fraud Hotline and coordinates the Department's EBT Card recipient trafficking program.
